Dear Friend: On May 28, 1998, President Clinton signed a short and simple Executive Order (#13087) which, while not creating any new rights, did clarify the right against discrimination based on sexual orientation in the Federal workforce and did set the stage for positive and constructive action by all units of the government to make certain that the workplace was one free from harassment and discrimination. To quote the President, “The Order provides a uniform policy for the Federal Government to prohibit discrimination based on sexual orientation in the federal civilian workforce.” The
operative part of EO 13087 says:
Section
2. The second sentence of section 1 is amended by striking the period and
adding at the end of the sentence", to the extent permitted by law."
Which makes the operative part of EO 11478 to be: Federal
GLOBE has created a checklist of steps (which can be found on our
website—www.fedglobe.org) to help agencies comply with the statement in the
amended EO:

Additionally, on the back of this letter is a document checklist which
NGLTF and Federal GLOBE have created to document the reinvention of “policy
and practice in the employment, development, advancement, and treatment of
civilian employees.” Please
collect documents and send them in so that we can ascertain best (and worst)
practices and keep progress continuing.
